華氏企業(yè)下屬的化工廠所產(chǎn)廢料污染了附的漁場，漁場負(fù)責(zé)人阿（葉德嫻）向法庭申請止該廠繼續(xù)生產(chǎn)的禁令為將麻煩解除，華氏企請來律師阿龍（成龍）責(zé)處理此案，并授權(quán)他購漁場。阿龍找來好友飛鴻（洪金寶）和阿彪元彪）幫忙，此二君一武藝高強(qiáng)，一個雖身手捷但頭腦不大靈光。
阿彪在漁場安下竊聽裝置黃飛鴻則想方設(shè)法接近嫻，力勸她賣掉漁場，阿嫻也找來表妹水質(zhì)專美玲（楊寶玲）幫忙。龍初見美玲，便被對方深吸引，不久兩人陷入戀中，黃飛鴻與阿嫻的情也日漸濃烈。阿彪不心泄露了三人的本來意，令阿嫻與美玲失望過分別與阿龍和黃飛鴻絕。此事促使阿龍一伙發(fā)工廠相瞞的秘密。
