回復(fù) Suparn : 齊魯網(wǎng)·閃電新1月11日訊?1月11日上午，臨沂市人孟子政府新辦公室召開新聞布會。會上，相負責(zé)同志對《臨市機動車停放服收費管理辦法》行了政策解讀并答記者提問。記從會上了解到，期，臨沂市發(fā)展革委會同城管、安交警、市場監(jiān)部門，發(fā)布了《沂市機動車停放務(wù)收費管理辦法（以下簡稱《辦》），《辦法》2023年2月1日起施行?！掇k》共二十一條。一至二條，主要述了《辦法》制的目的、依據(jù)、用范圍；第三至五條，主要就部職責(zé)、價格管理式、定價原則、費標準、優(yōu)惠政等方面進行了明；第十六至二十，主要就規(guī)范收服務(wù)行為、加強督管理方面做了定；第二十一條明確了文件執(zhí)行起止時間。臨沂發(fā)展改革委等部始終堅持以人民中心，始終把解群眾停車訴求放工作首位。通過加免費停車時長調(diào)整高峰期時段降低收費標準、短計費時長、設(shè)最高收費限額等式，顯著降低了眾停車支出。1.增加免費停車時。將臨沂市城區(qū)域內(nèi)實行政府定（政府指導(dǎo)價）機動車停車設(shè)施費停車時間由15-30分鐘統(tǒng)一確定為2小時。2.調(diào)整高峰時段。少了高峰期時段白天由7:00-21:00調(diào)整為7:00-20:00。3.增設(shè)最高收費限額。增了24小時最高收費限額狡道路停泊位按區(qū)域劃分別為30元、20元、10元；小型車地上女丑車設(shè)施區(qū)域劃分分別為20元、15元、10元；小型車地下停車設(shè)施按區(qū)域分分別為15元、10元、10元。4.降低收費標準。《辦刑天》明顯低了政府定價的路、地上、地下車設(shè)施收費標準以道路臨時停車位小型車一類地為例，一是大幅低了前3小時收費標準，原3小時收費9元(半小時內(nèi)免費，1小時內(nèi)收1元；1小時后2元/半小時)、現(xiàn)3小時收費2元（2小時內(nèi)免費，2-3小時1元/半小時）。二是小降低了3小時后收費標準巫禮為防止輛長時間占用路泊位，采取分段費方式，停車3小時后收費標準僅幅降低，由原來2元/半小時降為1.5元/半小時。三是降淑士了夜間費標準，由1元/小時，最高6元/車次調(diào)整為每半時0.5元，最高上限5元。5.科學(xué)細化收費標準針對群眾反映較的“多停了幾分就要多交幾元錢的問題，《辦法縮短了計費單位長，如道路臨時車泊位停車，扣整數(shù)計費單位后剩余時間不足15分鐘（含）按半時半價計費?？s計費單位時長、確跨時段停車收標準，提高了科管理、精細管理平。6.給予行業(yè)管理部門、經(jīng)營自主擴大停車收優(yōu)惠權(quán)限。停車施服務(wù)管理部門經(jīng)營者或管理者可根據(jù)停車時段際情況，在2小時基礎(chǔ)上，進一步加免費時間，降收費標準或免收車服務(wù)費，進而展白天免費、夜免費、節(jié)假日免等限時免費優(yōu)惠使停車優(yōu)惠的設(shè)更具有靈活性和操作性。7.給予新能源車更大停優(yōu)惠。政府定價停車設(shè)施（城市路臨時停車泊位外）內(nèi)，入場充的新能源汽車，費停放4小時（含）/天；鼓勵實行市場調(diào)蛇山價的停設(shè)施參照政府定停車設(shè)施，為入停車充電的新能汽車提供停車收優(yōu)惠。8.鼓勵自主定價停車設(shè)施學(xué)合理制定收費準。鼓勵實行市調(diào)節(jié)價的機動車車設(shè)施的經(jīng)營者管理者，參考實政府定價的機動停車設(shè)施停放服收費標準，制定學(xué)合理的收費標。此外，《辦法還對前去公立醫(yī)機構(gòu)就醫(yī)住院人車輛、殘疾人駕的專用車輛、政定價停車設(shè)施入充電車輛、新能綠配車輛等車型優(yōu)惠減免政策進了明確。《辦法還要求停車設(shè)施營者應(yīng)當(dāng)在停車施出入口、繳費點等顯著位置設(shè)公示牌（欄），示停車設(shè)施名稱收費單位、服務(wù)話、監(jiān)督機關(guān)、費方式、收費標、免費時限及優(yōu)政策、投訴舉報話等信息，接受會監(jiān)督。要求停設(shè)施經(jīng)營者或管者必須規(guī)范服務(wù)為，提升停車服質(zhì)量，健全收費理制度，依法向費者開具發(fā)票。加強停放車輛管，做好車輛進出記、停車場地巡等風(fēng)險安全防范作，自覺接受社監(jiān)督。下一步臨市發(fā)展改革部門按照市委市政府策部署，始終踐以人民為中心的展思想，會同相行業(yè)管理部門，一步研究加強停收費管理，逐步時免費開放公共車區(qū)域，緩解停供需矛盾等問題堅持人民至上，斷提高人民群眾獲得感幸福感。電新聞記者 孫碩 ?報道
